Departmental State Papers, Benicia (Commissary & Treasury), tomo I–V · BANC MSS C-A 40, document 82

Spans n72-n73. Complaint that since entering the Comisaria in Aug. 1825 he has been unable to make Tente Jose Estrada, who held the nation's interests until then, hand over what he holds or render accounts, 'alegando que solo existen unos cuantos ganados en el Rancho Nacional' [alleging only some cattle at the Rancho Nacional remain]. Complains further 'de que los oficiales se manifiestan soberbios pa con el y dispuestos a menospreciar sus derechos y autoridad como Comisario' [that the officers behave arrogantly toward him and are disposed to hold his rights and authority as Comisario in contempt], which obliges him to appeal to the Comandante General. Asks that Estrada be ordered to account for the fondos nacionales, 'menos los de la Habilitn que ha tenido a su cargo, con la que nada tiene que ver el Comisario' [except the habilitacion funds, with which the Comisario has nothing to do], so he can comply with the Supreme Government's dispositions, copies of all of which he encloses.
