Spans n96-n97. [the corrupt practice of paying national duties in silver and goods injured civil, treasury and military employees, who had to sell their goods at a half or a third of value; the government will not retreat a line from cash payment, but 'without setting a precedent' allows Smith $6,000 down and the balance in two instalments at six and nine months].
