Arbitration of the pending accounts from the contract Gov. Luis A. Argüello made (auth. by the Diputación) with Capt. John R. Cooper to send the schr *Rover* to Canton with government otter skins. Panel: Cooper, Juan Bandini (govt), Wm A. Richardson (interpreter/price-expert), w/ Cristóbal Palomares & José A. Carrillo (diputados). 375 skins sold in Canton @ $18¾ each; effects delivered to Domingo Carrillo (habilitado, San Diego). Full contract (Monterey, 9 Nov 1824): Cooper to fit *Rover* for an Asia voyage sailing early Jan 1825; province pays $14,000 round-trip freight; $10,000 duty-free ('libre de cámara'); vessel not to leave Canton overloaded. Echeandía declares the Canton sale/costs 'no plenamente justificada' but leaves liability on Cooper for the Supreme Govt to judge.
