Dep. State Papers, Benicia (Custom House), tomo I–VIII · BANC MSS C-A 41, document 49

✓ VERIFIED vs scan n47 (2026-07-06): '1833 Feb 15 Mont… Sobre balleneros y las ventajas que daban al país'; the Sandwich-Islands ½-real flight, $400–500/ship, 'hasta 30 balleneros,' '35 á 40,000$… ahora que ya no vienen se experimenta mucha pobreza,' and the 1-real/ton→aduana-y-muelle proposal all confirmed. On whalers ('balleneros') & the advantage they bring: the tonnage duty drove them to the Sandwich Islands (½ real/ton there); each spent $400–500 + crews on aguardiente/horse-hire; up to 30 whalers/yr once left $35–40,000; now 'se experimenta mucha pobreza.' Proposes cutting the duty to 1 real/ton to bring them back, proceeds to build the aduana & wharf.
