'Tiranías y excesos de los buques nacionales': foreign ships are the only ones paying duties and selling cheap; national ships tyrannize the people with dear goods and fake Mexican-port guías (never paying a real, no coast guard). Enforcing the law turns both people (who lack the prohibited goods) and the unpaid troops — who have before 'echársele encima al comisario… queriéndolos matar porq.e les ha faltado el socorro' — against him.

State Papers, Benicia (Custom House), p.II.14–15 (orig. 294–5), Archives of California, C-A 41, Bancroft Library, University of California, Berkeley. [the tomo is given as the volume’s full range: this entry has not been resolved to a single tomo within I–VIII]Cite the document by series, tomo and original tomo page, as the literature does; the C-A number locates it in the repository. To cite this catalogue entry itself, use https://archivesofcalifornia.com/record/ca41/ca41-d58.htmlThe originals of these records burned in the 1906 San Francisco fire. What survives is Thomas Savage’s 1870s copy, and this page describes that copy.
