Answers González's consultation on whalers & Russian ships. Institutional memory

Dep. State Papers, Benicia (Custom House), tomo I–VIII · BANC MSS C-A 41, document 66

Answers González's consultation on whalers & Russian ships. Institutional memory: the barca *Baikal* once came seeking salt & Echeandía sent it to San Quintín (paid tonnage + salt duty); whalers paid only anchorage until the new arancel; Gov. Victoria had consulted the Supreme Govt to exempt Russian ships from tonnage (rationale: they 'extraer los frutos del país,' which could boost local agriculture) — no answer received.

The originals of these records burned in the 1906 San Francisco fire. What survives is Thomas Savage’s 1870s copy, and this page describes that copy.
