Verbatim: 'se autoriza al Gob.no para arreglar la enseñanza pública en el Distrito y Territorios. Se formará á este efecto un fondo de todas los que tienen los establecimientos de enseñanza actualmente existentes pudiendo ademas invertir en este objeto las cantidades necesarias.'
