Opens block '+ 1834 Monterey / Figueroa'. 'Publica dec. del Congo que es así: Art. 1. Se derogan en el distr y territorios de la federacion las leyes civiles prohibitivas del mutuo usurario, quedando éste sugeto en lo sucesivo á las que arreglan los convenios y contratos en general. 2. La derogacion de q habla el art. antr no comprende á la imposicion de capitales de capellanias y obras pias, respecto de los cuales continuan vigentes todas las leyes civiles.'
