'Decreto del Cong.o declarando q. la Contrib. impuesta por el Art. 5.o de la Ley de 4 de Oct. de 1832, era por razon del giro, trato ó comercio; y q. en consecuencia, estaban obligados á su pago todos los individuos de que habla el mencionado articulo.' = declares the contribution under art. 5 of the law of 4 Oct 1832 to be a tax on business, dealing or commerce, binding on all individuals named in that article.
