reglamento on departmental municipal government, articles 8–15 transcribed

Departmental State Papers, San José, tomo IV+ · BANC MSS C-A 45, document 139

reglamento on departmental municipal government, articles 8–15 transcribed: *ayuntamientos* only at the capital & Monterey (art. 8); juntas municipales (jueces de paz + 2 vecinos 'de notoria honradez') in the other *cabeceras de partido* (arts. 9–10); officeholders must be ≥25 & hold 'un capital físico ó moral de 500 pesos' (art. 12); where no ayunt., jueces de paz (art. 13); appointments per the local-government law (art. 14) — the centralist local-government structure that downgraded San José (cf. Doc 56). ⚠ DATE CORRECTED 2026-08-02 (companion spot-check): the survey had dated this '~1837 (per the 20-Mar-1837 centralist law)' — but the reglamento's closing arts. 16–17 cite the *Bases Orgánicas* and it is signed 'Sala de Sesiones de la H. Asamblea de California, Julio 4 de 1845 — Pío Pico, presidente; Agustín Olvera, secretario' (published by Pico & Covarrubias), the tail at orig tomo p.407 (n281). It is an 1845 Pico-era reorganization decree (juntas municipales / prefects), NOT the 1837 centralist law
