SUBSTANCE: Savage quotes the opening: 'instruido de q.e en la ultima espedicion q.e hicieron a los Tulares los vecinos de ese Pueblo, cometieron varias injusticias con los gentiles sin distinguir los inocentes de los culpados y q.e ademas de robarles su abalorio y cosas, les quitaron siete ninos pequenos q.e quedaron repartidos entre los espedicionarios p.a servirse de ellos y esclavizarlos, sin haber dado parte a este gobierno de esas ocurrencias.' Figueroa recalls that to avoid such abuses he had prohibited the San Jose vecinos from entering the Tulares and allowed only pursuit of actual thieves when they stole horse herds, then, on their representation that they needed to pursue them into their own rancherias, permitted it with the caution that they would not injure the unarmed nor use arms against those who offered no resistance. That order has now been contravened.
