[= my order is to be carried into effect, and the ayuntamiento has NO power to sentence vagrants or to assign them to public works.] A governors ruling stripping the municipality of penal jurisdiction over vagrancy, three months after he ordered art. 5 of the ley de vagos enforced (n120, 18 May 1833).
