Substance verbatim: 'Que prometo observar cuanto se me manda' Gloss: the Dominican minister of Santo Domingo acknowledges and promises compliance. The year as Savage wrote it is anomalous, since Borica did not hold the governorship until Oct 1794; recorded as written.
