Superior Government State Papers, Benicia, tomo XIX–XXI · BANC MSS C-A 58, document 38

Previously uncatalogued — recovered by the 2026-08-27 coverage audit: the document lay inside the declared span of a grouped entry covering n40-n52, which had passed every completeness check while concealing it. Heading verbatim: 'o 1828 = Setiembre 23 = San Diego. / Echeandia al Comandte. Militar de Monterey = Cuerpo de Ingenieros.' [= 1828, September 23, San Diego. Echeandia to the Military Commandant of Monterey. Corps of Engineers.] THIS IS THE BAND RECORD'S OWN DOCUMENT, previously unidentified: ca58-d15 carries no author, no recipient, no place beyond the word 'decree', and only the date range '1827-28'. It can now be fully identified. Echeandia transmits a congressional decree organising the Cuerpo de Ingenieros, transcribed in eight articles: (1) a general of facultative knowledge commands the corps as Director General; (2) the corps consists of four colonels, four lieutenant-colonels, fourteen captains, fifteen lieutenants and sixteen sub-lieutenants; (3) a Colegio is established under the corps for instruction in all arms of the army; (4) the Mexican territory is divided into five Departments, each served by a brigade, brigades organised as the Government directs; (5) a brigade of Zapadores, Minadores and Pontoneros is formed of two veteran and three active-militia companies; (6) these companies are established on the footing and strength presently held by the permanent and active artillery, their plana mayor consisting of a lieutenant-colonel serving as commandant and chief of instruction and a first adjutant with the attributions laid down for that grade in the infantry; (7) the ordenanza de 1805 and its additional articles are to be observed PROVISIONALLY so far as they do not conflict with the institutions and laws of the Republic, the Government to draw up an ordenanza for this corps and submit it to the General Congress for approval; (8) with the prior consent of the General Government the brigades will assist the states in works of public utility and ornament that they undertake. Ends with a closing paraph. Note that articles 6, 7 and 8 are precisely and only what the band's existing summary describes.
