Superior Government State Papers, Benicia, tomo XIX–XXI · BANC MSS C-A 58, document 43

Previously uncatalogued — recovered by the 2026-08-27 coverage audit: the document lay inside the declared span of a grouped entry covering n53-n71, which had passed every completeness check while concealing it. Heading verbatim: '+ 1828. Abril 14. Mexº. / Cañedo, secrº de estado al gefe politº de Califs. / 12 Ejemplares del decreto sobre arreglo para cartas de naturalizacion., de fha Abril 14./28. / pp. 230-69.' [= 1828, April 14, Mexico. Cañedo, secretary of state, to the jefe politico of the Californias. Twelve copies of the decree on the arrangement for letters of naturalization, dated April 14, 1828.] Forty original pages, twelve printed copies sent to California, on the procedure for cartas de naturalizacion. This is the statutory machinery by which foreign residents in California became Mexican citizens and so became eligible to hold land, which makes it foundational for the whole rancho-grant question. It is the last 1828 item in the run and therefore the true terminal document of the band as labelled.

The originals of these records burned in the 1906 San Francisco fire. What survives is Thomas Savage’s 1870s copy, and this page describes that copy.
