Legislative Records, tomo I · BANC MSS C-A 59, document 69

Previously uncatalogued — recovered by the 2026-08-27 coverage audit: the document lay inside the declared span of a grouped entry covering n322-n341, which had passed every completeness check while concealing it. The Citizen Manuel Victoria, Comandante General and Jefe Politico of Alta California: I grant free and safe passport to Don Abel Stearns to pass to Mexico at the conclusion of...] Victoria's passport expelling the Massachusetts-born merchant Abel Stearns from Alta California. The document immediately above it on the same leaf, closing '= Victoria =', is Victoria's ruling on Stearns's petition: by the order of 13 July last Stearns is not strictly obliged to go to Mexico and 'ira a donde le acomode', but if he means to petition he must do so to the Supremo Gobierno, to whom Victoria has already sent 'los motivos qe han esijido mi providencia pa apartarle de este Territo con los demas antecedentes qe pr decirlo asi testifican la falsedad de lo qe ahora alega, pretendiendo eludir su salida'; Victoria refuses him departure by way of San Francisco, and states that since all the papers have gone to the Ministerio 'no queda otro documento qe entregarle mas qe el pasaporte pa salir en la 1a ocasion de buque qe se presente.' Two hidden documents on one leaf, both bearing on Stearns's 1831 expulsion. ⚠ METADATA CORRECTED 2026-08-27 after independent verification: the date as first published was wrong. The instrument's own dateline on n332 (stamp 331 / ink 329) reads 'Dado en Mont. á 23 de Sep.e de 1831 = M. Victoria', so the date is 23 Sept 1831 and the place Monterey is stated, not inferred. Author = Manuel Victoria, Comandante General y Jefe Politico.
