⚠ NOT A RECOVERY — RETRACTED CLAIM, 2026-08-27. This was published as a recovery; independent verification showed the document IS already catalogued (it duplicates the Plan de San Diego record in this volume). The row is retained as a CORRECTION to that record, because the verification did establish two real facts: the Plan begins on this leaf (stamped 338 / ink 336), not where the older record places it, and the older record's incipit has transcription errors against the leaf. Original recovery text follows for the record: this document lay inside the span of a grouped entry covering n322-n341, which passed every coverage check while concealing it. Heading verbatim: 'Dios y Libertad. Mont. Agto 24 de 1831 - Manuel Victoria - Al Alcalde del Pueblo de Na Sa de los Angeles.' [= God and Liberty. Monterey, 24 August 1831. Manuel Victoria. To the Alcalde of the Pueblo of Nuestra Senora de los Angeles.] CAUTION: only the closing lines of this document are on n340; its body lies on leaves I did not open (n337-n339 or earlier). The visible close runs 'incurrir en una deformidad qe reprueban las leyes y nada debe hacerse si no es por el termino regular y conforme a las facultades demarcadas a la autoridad que ejerzo, con respecto a las actuales circunstancias en qe me hallo.' A Victoria instruction to the Los Angeles alcalde insisting that nothing be done except by regular process within his own delimited faculties. No record covers it.

This entry is not citable as a document. The catalogue withdraws or qualifies it, so read the note above and follow it to the record that supersedes it. No citation is offered here on purpose.
The originals of these records burned in the 1906 San Francisco fire. What survives is Thomas Savage’s 1870s copy, and this page describes that copy.
