SESSION ACTA Heading verbatim: '+ 1834. = Mayo 3 = Mont. / Carlos Antº Carrillo (no dice á quien)' [= 1834, May 3, Monterey. Carlos Antonio Carrillo (addressee not stated).] THE MISSING FIRST TERM of the ayuntamiento chain. These are 'las dos proposiciones q.e el Sr Dn Carlos Carrillo presentó á [la] corporacion el 3 del mismo mes' that the committee report of 26 May 1834 (doc 28, already catalogued) discusses without the propositions themselves having any record. Copied here almost verbatim by Savage: 'Dice: Que se le quite al Com.te Militar de Stª Barbara, la facultad en asuntos judiciales, por gosar tanto el militar como el político de distintos fueros' (that the military commandant of Santa Barbara be stripped of jurisdiction in judicial matters, since the military man and the civilian enjoy distinct fueros); and 'Que se aumenten dos regidores á Ayuntamiento de dicho punto por ser conforme á ley de 28 de Marzo de 821 que dice 'habrá 2 Alcaldes, 6 regidores y un procurador Síndico en los pueblos q.e pasando de quinientos vecinos no escedan de 1,000', siendo asi q.e el de Stª Barbara tiene 940, segun ultimo padron.' Two regidores to be added to the Santa Barbara ayuntamiento under the law of 28 March 1821, the town having 940 inhabitants by the last padrón. That gives a hard, dated, sourced population figure for Santa Barbara in May 1834, and it is the constitutional argument (fuero separation plus the 1821 population thresholds) on which the 2 August 1834 decree rests. It also sets up the July 1834 Ybarra letter (doc 32) claiming the town had by then passed 1,000.
