Margin mark is 'o'.] VERBATIM TRANSCRIPTION of the Comision de Gobierno's dictamen on the San Diego alcalde's petition of 22 March to exempt that municipality from the sorteo ordered by the Gefe Politico's circular of 24 January. The reasoning: San Diego has no vecinos on whom the lottery would fall, given the establishment there of the milicia activa de Artilleria, so it is not obliged to draw men already exempted by Art. 5. The resolution nonetheless requires the alcalde to hold the sorteo and present his demarcation's quota 'siempre qe haya sujetos sobre quienes recaiga el Sorteo, y qe no se hallen comprendidos en el artº 5º de decreto de 24 de Enero del corriente año.'
