SESSION ACTA Heading verbatim: 'o 1834 = Mayo 20 = Mont. / Diputacion = Sesion del dia de la fecha.' [= 1834, May 20, Monterey. Diputación. Session of this day's date.] ⭐⭐ The HÍJAR session. First reading of the comisión de Misiones dictamen on the Gefe Político's consulta of 14 del corriente concerning the ley de secularización. Then the terrenos baldíos dictamen on the expediente of 'R.P. Fr. José Lorenzo Quijas' seeking the arreglo de linderos of the Misión de Sn Franco de Asis. José Antonio Carrillo argued that if secularization is not to proceed until the Supreme Government's dispositions arrive, then linderos should be fixed not only for that mission but for ALL of them, so that it may be known which lands have been appropriated and which remain baldías and can be given to individuals asking to cultivate them. ⭐ CARLOS CARRILLO objected that all providencia must be suspended, because it is not known what instructions or reglamento the commission will bring, 'que según se sabe pronto estará en el país nombrada por la Superioridad bajo la dirección del Sr D. José María Híjar'; to act now would expose many individuals holding lands adjacent to the missions to being despoiled of that right after having worked them. FIGUEROA replied that he was of the same opinion as José Antonio Carrillo in that secularization cannot be carried out by the Government of the Territory, the faculty being committed to a special commission named by the Supreme Government which by all reports is about to arrive; that he considers the measure almost useless and liable to reforms the Government's own commission may make under its instructions; and that for this reason he has SUSPENDED resolution on several individuals' petitions for lands adjacent to the missions until the arrival of the 'nuevo Gefe Político'. He asked only that the proposing clause be redrafted to read 'no haber lugar á la solicitud del R.P. Fr. Lorenzo Quijas porque la ley de 17 de Agosto de 833 manda que las Misiones sean secularizadas', 'pues que en su concepto las Misiones no existen mas que de ello'. Returned to commission for redrafting.
