SESSION ACTA Heading verbatim: 'o 1834 = Mayo 17 = Mont. / Diputacion = Sesion del dia de la fecha' [= 1834, May 17, Monterey. Diputación. Session of this day's date.] ⭐ Figueroa's land-policy speech. Gefatura Política oficio of 15 del corriente forwards an expediente in favour of 'el C. José Carrillo á quien se concedió por el Gobºo el parage nombrado Las Bosas'; to terrenos baldíos. The 24 expedientes named in the acta of the 10th were put to discussion; José Antonio Carrillo moved that since the dictámenes are identical the individual readings be omitted and only the nominal list and the proposing clause be read, which was admitted. The commission WITHDREW TWO to redraft them so the concesión matches the título issued by the Gobierno: José Arce's Sitio de los Pilarcitos and Francisco Mesa's Corral de Tierra. THE REST WERE APPROVED. Carlos Carrillo said the commission, satisfied with the legality with which the expedientes and concessions had been handled, had nothing to object to in any of them. Figueroa then spoke: since his arrival in this country he had tried to give impulse to an industry and agriculture that were paralyzed; he had observed 'la mesquindad del Gobo español pa poner las tierras en manos laboriosas pa el adelanto del territorio'; his predecessors, also forgetting this duty, had not given the branch its due; and he had observed that the greater part of the inhabitants could not work with security for want of secure property. Carlos Carrillo answered that he was satisfied with the truths just spoken, that these same causes had ruined men who once had bienes de campo and a will to work but, lacking land to develop, had to divest themselves of it almost without profit for want of protection by previous Gefes, and expressed deep gratitude for the protection the inhabitants now owe to the present Gefe Político's generous dispositions. The Secretary's resignation was shelved, José Antonio Carrillo reporting that he had spoken with him privately and he would serve one month more, being content with his present salary.
