SESSION ACTA ⚠ Also caught by the reader of the adjacent band, whose duplicate row (n105-n107, no page cite) was removed 2026-08-27; this is the fuller record. Heading verbatim: 'o 1834 = Junio 12 = Mont. / Diputacion Provincial = Sobre desvanecer embustes de enemigos del Gobº, evitar matanza de ganado &ª' [= 1834, June 12, Monterey. Provincial Deputation. On dispelling the lies of the enemies of the Government; on preventing the slaughter of cattle, etc.] Approval of the previous acta SUSPENDED because the President observed that it omitted the discussion arising from the Comisión de Gobº y policía's dictamen touching 'los presidiarios que manda el Supmo Gobº á este pais' and 'la traslacion de Presidios', to which he had replied 'pª satisfacer al público'. Correspondence: official communication from the Secretaries of the H. Legislatura del Estado de Puebla with a manifiesto of that Cámara to dispel 'las falzas maquinaciones y embustes de que se valen los enemigos del sistema de Gobº... para alucinar á los sencillos e ignorantes'; oficio of C. Pío Pico, vocal, written at the Misión de Sn Gabriel on the 2nd, reporting himself ill and unable to continue to join the Corporación (reply: the body regrets his misfortune and awaits him); oficios of the Comte Militar of Sta Bárbara (no municipal-fund surplus, debits to be collected) and of the alcalde of Sn José de Guadalupe (absolutely no funds); oficio of the Comte Militar of San Diego enclosing the account of municipal duties collected there plus a libramiento on the Tesorería. Petition of Félix Gallardo and Manuel Arzaga, vecinos of the Estado de Sonora, for licence to open a 'fábrica de Aguardiente mescal' near Sn Felipe with the municipal duty reduced below the $16 charged on the Territory's grape brandy (to the Comisión de industria y agricultura). Petition of Salvio Pacheco of Sn José de Guadalupe to brand his stock on the pueblo's ejidos and kill bulls in the field. ⭐ Expediente of Tomás Yorva of Los Angeles over the fine 'que le aplicó el Ayuntamiento de dicho pueblo por haberse negado á servir de comisionado en las elecciones populares del año de 32', referred by the Gefe Político under a decree of 31 Agosto de 833 (to the Comisión de Gobº y policía). Three land expedientes granted by the Gefatura Política, sent for approval: 1º Joaquín Bernal, paraje de Stª Tereza; 2º Salvio Pacheco, 'el Monte del Diablo'; 3º David Sitlion, 'los Carneros' (to the comisiones de Colonización and terrenos valdíos). ⭐⭐ FIRST READING AND FULL DEBATE of the dictamen de Misiones on Sr Castro's proposition of the session of 22 May, in four articles: (1) the Gefe Político to designate to the Missions the lands he judges necessary 'pª el aumento de sus bienes'; (2) the missions' vacant lands and whatever remains after that measurement 'se repartirán conforme á las leyes de colonizacion'; (3) the Gefe Político 'mandará suspender sus cuantiosas matanzas de ganado que se estan haciendo en las Misiones' and permit them only on certifying urgent need; (4) where permitted, the RR. PP. are forbidden to have them executed by people not belonging to the community. Carrillo moved dispensation of the 2nd and 3rd readings; admitted in general. Carrillo argued the commission's exact land measurement was impracticable and would reduce to asking the Gefe Político to mark only what the missions can occupy with their stock so the surplus be cultivated. ⭐⭐ The PRESIDENT opposed art. 1: a proposition of Sr Haro on the same object had lately been rejected by the whole body; 'el Sr D José Mª Híjar nombrado Gefe Político para este Territorio trae las instrucciones pª proceder al repartimento de terrenos de las Misiones' under a law he has seen in the public papers, so acting now would expose the Gefe Político to the Government judging his providencias partial; he asked art. 1 be reprobated. Castro concurred, suggesting the commission redraft it to exempt the Gefe Político from responsibility; the commission refused to admit the article. ART. 1 REJECTED ON A VOTE. Art. 2 redrafted by the commission and approved as 'Los terrenos valdios de las Misiones se repartiran conforme á la ley de colonizacion.' Carrillo (D C.) on art. 3: 'es muy público y notorio el desorden que se está cometiendo en las Misiones con permitir las matanzas de ganado qº ocacionará indispensablemente tanto la destruccion total de los intereces como el perjuicio á la salubridad pública de los mismos establecimientos.' ART. 3 (THE MATANZA SUSPENSION) AND ART. 4 APPROVED. Finally the Secretary's earlier representación of resignation was read again, pressing for a definitive answer 'por hallarse su salud bastante quebrantada'; joined to the antecedents for the next session.
