SESSION ACTA ⚠ Also caught by the reader of the adjacent band, whose duplicate row (n150, no page cite) was removed 2026-08-27; this is the fuller record. Heading verbatim: 'o 1834 = Julio 10 = Mont. / Diputacion Territorial. = Ympuesto sobre matanzas &.a' [= 1834, July 10, Monterey. Territorial Diputación. Tax on slaughtering (matanzas), etc.] Copied in extenso, the single longest acta in the band (12 leaves). (1) THE SAN LUIS REY MATANZA. Carrillo (D.C. Figueroa (President) replies no one can speak with certainty. Trámites dispensed; passed to the Comisión de Misiones. (2) Representación of the vecindario of the Pueblo de San José de Guadalupe on corridas de ganado mostrenco, made by C.C. José Romero, Tomás Pacheco, Lorenzo Pacheco, Leandro Rochín, Dolores Pacheco and José Pinto. (3) Dictámenes read: Colonización y terrenos valdíos on 'Nuestra Sa. del Refugio'; propios y arbitrios on the Sta Bárbara alcalde's paper costs and on the síndico of the Ayuntamiento de Los Angeles. (4) Second readings: a preceptor de primeras letras for the Villa de Branciforte; the Soberanes and Candelario Valencia expedientes. (5) LAND GRANT: 'Sayanta' conceded to C. Joaquín Buelna, approved with the obligation to pay the dues pertaining to the ejidos of the Villa de Branciforte. (6) THE BANDOS DICTAMEN (municipal ordinance power): art. 2 leaves in force only those articles that can emanate from the Gefe Político's gubernatorial authority, and bandos proposed by Constitutional Alcaldes are submitted to his inspection; a third proposition asks the Cámaras de la Unión to define (calificar) the faculties of this Territory's ayuntamientos and alcaldes. Carlos A. Carrillo and José Antonio Carrillo both speak. (7) THE ARBITRIOS SCHEDULE, item by item: a solar tax of 2 reales per square vara (Carrillo pressing for 1½), ejidos let in censo enfitéutico, a duty on maderas (timber), and a slaughter duty of 1 real per head of cattle, ½ real per sheep, 2 reales per pig. (8) THE OWNERSHIP QUESTION, the heart of the session: José Antonio Carrillo holds the Misiones must pay 'por considerarlas dueñas del ganado que matan' and 'calificó dueñas á las misiones... por ser estas los legítimos dueños de los bienes que tienen en posecion'; Figueroa answers that if only slaughter for the abasto público is meant, neither the Misiones nor the proprietors would pay. (9) Figueroa states that the Diputación does not have a reglamento interior for its sessions, and asks the commission of the ramo to present one 'cuanto antes para no tropesar en escollos'. Session suspended at 2 p.m. NOTE: the heading sits on n150, the context leaf immediately before the band; eleven of its twelve leaves lie inside d8.
