SESSION ACTA Heading verbatim: '1834. = Julio 30. = Mont. / Diputacion = Sesion del dia de la fecha' [= 1834, July 30, Monterey. Deputation. Session of this day.] THE GENERAL-APPROVAL SESSION, and the leaf carrying Figueroa's fullest recorded statement on the Indians. Second reading given and the dictamen of the comision de Misiones 'relativo al reglamento provicional p.a la secularisacion de las de la Alta California' put to discussion. Carrillo asked the comision draft a further article fixing the time within which the project should take effect; the member for the comision replied it had not considered a term, not thinking one necessary. THE PRESIDENT'S SPEECH (n14–n16): 'que es verdad que los desgraciados indigenas han sufrido demasiado tiempo la degradante servidumbre en q.e se ven abatidos: q.e por eso la nacion representada en el Congreso Gral sansionó la ley q.e les da libertad y los pone al nivel de los demas Ciud.s'; that the subaltern agents of government should take an active part in executing that law, but that his own powers are so limited, and the Supreme Government having taken conducive measures, its resolution should be awaited so as not to trample its respects; that nevertheless, moved to improve the condition of 'esa porsion desventurada de sus compatriotas,' he coincides with the comision, since a year has passed since the law was sanctioned without being put into practice, whence follow mala versacion and dilapidation; that 'se espera el cambio de Misiones en pueblos'; that he has doubted his own capacity for a plan of such transcendence, would have wished to save his vote to exempt himself from responsibility, but adheres to the corporation's sentiments; and that no one can prefix the time for a plan so vast and delicate, theory not being the same as practice. He concludes asking the dictamen be approved in general 'á pesar de que desconfia del acierto.' Sr. D. Jose Antonio (Carrillo) asked leave to make a proposition offering proofs of his reasons for fixing a term 'p.a q.e las misiones se conviertan en Pueblos,' and objected that the dictamen should not be approved in general or in particular if approval of the Supreme Government must be awaited, since ills would result to the Territory. Declared sufficiently discussed, voted, AND APPROVED IN GENERAL. Carrillo (D. J. A.) moved that discussion be suspended until the next session, when he will make his announced proposition; taken into consideration and approved. Closes 'pp 13 = 15.'
