SESSION ACTA Heading verbatim: 'o 1834. = Octubre 17 = Mont. / Diputacion Territorial, Juramento prestado por vocal Pio Pico, discurso pronunciado por el Presidente &.a' [= 1834, October 17, Monterey. Territorial Deputation. Oath taken by vocal Pio Pico, discourse delivered by the President, etc.] Copied in extenso, not abstracted. Opening: 'En la Capital de Mont. a los 17 dias del mes de Octubre de 1834 reunidos los C.C. Vocales q.e componen la E. Diputacion Territorial por combocatoria del Sr G[efe] Politico se abrio la Sesion'. Pio Pico, not having sworn, is escorted in by a commission of vocales Jose Antonio Carrillo and Jose Castro under art. 61 of the Reglamento, takes the oath under art. 3o, and the President declares the Diputacion Territorial constituted. Figueroa then delivers a long discourse opening 'Ciud.s Diputados = La Salud Publica, cuyo interesante objeto nos esta encomendado me inspiro la idea de reunir esta Corporacion a Sesiones extraordinarias'. He reports that after the Gral. Presidente resumed the reins of government following his illness a quarrel arose that 'degenero en desavenencias entre el poder legislativo y el ejecutivo de la Union', that the states of Puebla, Queretaro, San Luis and Jalisco took alarm, that in the first and last there were 'escaramusas', and that all ended in accommodations; he also reports talk of centralising the Republic. He then turns to Jose Maria Hijar: he had announced Hijar's coming as Gefe Politico and awaited him with pleasure, but 'por una de aquellas visisitudes del Gavinete se le ha destituido del caracter de Gefe Politico'. Documents laid before the body: (1) the superior oficio exonerating Figueroa of the office of Gefe Politico and ordering him to deliver the command to C. Jose M.a Hijar; a copy of Figueroa's answer of 13 May offering to hand over as soon as Hijar presented himself; and 'la Suprema orden q.e con f[ec]ha de 25 de Julio recibio p.a que no entregue al Sr Hijar y q.e continue desempenando el encargo de Gefe Politico'; (2) the original Suprema orden notifying Hijar's appointment as director of the Colonia. Figueroa raises the doubt whether Hijar, removed from the political command, may still exercise the direction of the colony; and, Hijar claiming instructions from the Supreme Government and asking that the comisionados named under art. 21 of the Reglamento act under his orders, Figueroa submits to the Diputacion that 'por ser distinto conocimiento la Secularizacion a la Colonizacion' the point be weighed and answered as soon as possible. Second point: if his remaining in the political command is to produce 'discordias y descontentos entre la familia de los Californios con quienes esta identificado en sentimientos' he offers 'una espontanea demision del mando' if at that price 'se concerva la tranquilidad de los Californios', and he declares 'energicamente por la separacion del mando Politico y Militar'. All papers passed to the Comision de Gob.o y Policia. An oficio of the same date from Hijar, acknowledging Figueroa's readiness to second the Supreme Government's dispositions after previously consulting the Diputacion and begging that the matter be finished that same day, went to the same commission. Signed 'Jose Figueroa' / 'Jose M.a Maldonado, Srio.'
