SESSION ACTA Heading verbatim: '1834. = Octubre 22. = Mont. / Diputacion – Sesion del dia de la fecha' [= 1834, October 22, Monterey. Deputation. Session of this day.] THE HIJAR CRISIS RESOLVED IN COUNCIL, and the largest single recovery in this band: an entirely uncatalogued October session that the grouped entry (dated 1834-07-29 to 08-02) does not reach at all. Opens formally: 'En la capital de Monterrey á los 22 dias del mes de Octubre de 1834, reunidos los vocales que componen la E. Diputacion el Sr Presidente abrió la sesion.' Account given of the dictamen of the comision de Gobierno y policia consequent on the exposition the President made in public session on the 17th of the present month 'sobre la Suprema órden de para que no se entregue el mando politico al Sr D.r José M.a Hijar.' The comision asked the reglamento's stages be dispensed with, grounding it on the public being pending on the Diputacion's resolution; taken into consideration, admitted, discussed and approved in general. The President asked leave to withdraw, a matter touching his own person being resolved, and that the vocal whose turn it was preside; Carrillo observed that art. 30 of the Diputacion's reglamento provisional provides only that interested parties abstain from voting, and that the President's person is at issue only in the 1st proposition; the President insisted at least as to his person, and it was approved. 'En consecuencia se retiró el Sr Presidente, ocupando su lugar el Sr Pico.' THE EIGHT PROPOSITIONS, each voted and approved: (1) that the Suprema orden of 25 July of this year be obeyed, that the mando not be delivered to Sr D.n José M.a Hijar, and that Sr D.n José Figueroa continue discharging the Gefatura politica (Figueroa then recalled to his seat); (2) that Hijar, if he wishes, discharge the special commission of Director de Colonizacion, subject to the Gobierno Politico of the Territory and on the bases the Diputacion agrees; (3) that Hijar 'no tendrá ingerencia alguna en la secularisacion de las misiones, ni se entregarán á su disposicion, como solicita los bienes de ellas' (Sr. Castro asked Hijar's instructions be read, and after they were read the President asked leave to read the first nombramiento); (4) that meantime the Supreme Government resolves, the reglamento provisional agreed by the Diputacion for the Secularizacion de Misiones be carried into effect 'y se ponga á los indios en posecion de sus bienes y tierras'; (5) that the Gefe Politico from the missions' existencias order the Colonos given the tools and other aid their instructions expect as soon as they reach where they are to be established, drawn pro rata so as not to prejudice a single mission, and supply them seed, meat and what is most needed for maintenance on account of each person's assignment; the Director de las Colonias to be subject to the Gefe Politico and give him a circumstantial return of the number of persons going to colonize and a monthly budget, and, on the President's own motion, 'Los terrenos de las misiones son de los indios y no se establecerá en ellos ninguna Colonia' (the article was divided into four parts, each separately voted and approved); (6) that the Gefe Politico retain in his power the instructions given by the Supremo to Hijar, passing him an authorised copy if he needs them and returning the Suprema orden of 23 April of this year that accompanied them; (7) that account be given to the Supremo Gobierno with this dictamen for its superior approval, that an exposition be directed to it asking revocation of the instructions 'en la parte q.e despoja á los indios de sus propiedades' and approval of the Diputacion's reglamento provisional, and that a reverent representation be directed to it 'pidiendole la Separacion de los mandos politico y militar postulando tres personas de las q.e se consideren aptas' (divided into three parts, all approved); (8) that this dictamen and what the Diputacion agrees be published and circulated for the public's information at the earliest opportunity. Signed 'José Figueroa = José M.a Maldonado.' Closes 'pp 22 - 30.' The acta ends on n34, one leaf beyond the band's declared span.
