The Comision de Arreglo de Tribunales presents its dictamen with art. 7 reformed and art. 13 added; arts. 1 to 10 are approved successively: 1º there shall be a provisional Tribunal Superior for the administration of justice in the Department; 2º 'Este Tribunal se formara de dos Ministros y un Fiscal y se dividira en dos Salas que se denominara 1ª y 2ª componiendose cada una, de un Ministro respectivamᵗᵉ'; 3º the Ministros and Fiscal to be named by the Government from the terna the Asamblea presents; 4º temporary absences and recusals covered by respective suplentes, six in number, named by the Government; 5º the 2ª Sala hears matters of second instance and the 1ª those of third instance; 6º one Secretary serving the full Tribunal and each Sala, plus an oficial primero in charge of the archive and an escribiente portero who will also act as Ministro ejecutor; 7º each Ministro and the Fiscal to have 2000$ a year, the Secretary 1200, the oficial primero 800, the escribiente 600; 8º forms of address; 9º the President of the Tribunal to be for the present the Ministro of the 1ª Sala, one year, alternating with the Ministro of the 2ª; 10º the Tribunal to remain provisional until letrados can be proposed under part 5 art. 142 of the Bases Organicas, such letrados to have 3000$ a year, the Government to advertise in the press of the Republic.
