'1836 Mayo 28 M. / Chico á Gomez'. 'Que la nueva ley establece que la division del Territ.o Mejicano será en Departamentos en cada uno de los cuales habrá una Junta Departamental', determining the cessation of the Congresos in the parts formerly called federated States and substituting bodies of five members, but not including the Diputaciones Territoriales in that cessation; hence California's is not comprehended in the reform, either in number of vocales or in practice, and in the other ex-Federation territories all continues as before with only a change of name. Chico's own reading of the Siete Leyes as they touch California.
