Dictamen of the Comision de policia on the Ayuntamiento of the capital's petition 'sobre el bando de cueros de res de 8 de Oct. pasado'; at Figueroa's request the tramites were dispensed and it passed as an adicion in 4 arts.: art. 1, whoever brings hides to the plaza for shipment from points without a fierro nacional must carry the pase of art. 6 of the 8 Oct. decree, on pain of 5 pesos first offence, double the second, to municipal funds; art. 2, same penalty for moving unmarked hides; art. 3, authorities may name a visador at their ports entitled to a third of what is confiscated; art. 4, the passes to be issued by the authorities of art. 6. The hide papers then returned to the Ayuntamiento.
