The Asamblea, 'considerando urgente la resolucion,' resolved as a general point for the Department that 'mientras tanto se formaban las Ordenanzas prevenidas en el Art. 134 de las Bases Organicas, todas las providencias emanadas de los Ayunt.s o autoridades del Dep.to pasasen al conosim.to del Gob.o' - a constitutional ruling on municipal vs gubernatorial power.
