Legislative Records, tomo III–IV · BANC MSS C-A 61, document 34

'1836 Jun. 1º Monterey / M. Chico á la Junta Dep.l'. Although the Department constantly keeps a diputado in the national Congress, his daily duties prevent his being a tenacious agent for California near the Government. Interests multiply daily, making the want of arrangement in the administration of justice more felt, paralyzed for want of local juzgados and tribunals, particularly in the criminal branch; the national hacienda is not yet systematized to the country's circumstances; and no smaller are the failings felt in the ecclesiastical service, in primary instruction, in the promotion of navigation and the national fishery, 'en la indefension de nuestras costas y fronteras, en la carencia de un colegio científico, y en el patrocinio del comercio por la ereccion de un puerto de depósito ó concesion de otras medidas protectoras.' No Supreme Government can attend to the mass of business around it without particular agents; California needs to name one, and Chico invites the Junta to propose the fittest men, who must have science, probity, practice in business, some guarantee of rootedness in the country and knowledge of its needs. Ends on n26.
