Hdg '1839 Feb. 25 Monterey / Alvarado'; spans n36-n37. 'Dice que los electores por la Baja California para diputados territoriales y general no compareceran en este punto porque les es moralm.te imposible atendidas las distancias, lo escaso de recursos, lo indotado de sus encargos como meram.te concejiles y tantas mil dificultades.' Proposes verbatim: 'Se declaran legalmente hechas las elecciones de diputados á la Junta Dep.l y al Soberano Congreso, no obstante que al término señalado para su celebracion, no comparezcan los electores de la Baja California, siempre que concurra á este acto la mayoria de que habla la ley'.
