Legislative Records, tomo III–IV · BANC MSS C-A 61, document 71

Previously uncatalogued — recovered by the 2026-08-27 coverage audit: the document lay inside the declared span of a grouped entry covering n61-n72, which had passed every completeness check while concealing it. Heading verbatim: '+ 1840 Monterey / M. Jimeno P.te S. Argüello Srio' [= 1840, Monterey. M[anuel] Jimeno President, S[antiago] Argüello Secretary.] Savage's abstract run of the Junta's opening sessions of 1840, beginning mid-leaf on n62 and closing partway down n63. Feb. 18 (p.351-2): the proposition to frame the corporation's Reglamento interior went to committee and 'Argüello fué electo vocal secretario int.o'. Feb. 21 (p.353): 67 articles of that Reglamento approved (a pencil annotation beside the entry reads 'on p 66 is session of Feb. 20'). Feb. 22 (p.354): 'Se aprobó el Reglamento de esta Junta compuesto de 76 artículos y prestó juramento el vocal Pio Pico no asistiendo Carrillo y Requena por enfermedad.' Feb. 25 (p.355): a proposition on establishing tribunales de justicia to committee, and the standing committees formed as impuestos y adm.on municipal to Pico, educacion, industria y agricultura to Castro and González, comercio y variaciones constitucionales to Argüello. Feb. 29 (p.356): a representación of Tomás A. Yorba and the excuses of Carrillo and Requena to committee. Mzo 3 (p.357): first reading of the dictamen on establishing a tribunal superior de justicia in the department. Mzo 9 (p.358-60): approved that the departmental Tribunal Superior consist of four ministros and a fiscal, vecinos of the department, 'de buena conducta, conocida moralidad y de la mejor instruccion', named by the Junta; Carrillo's and Requena's excuses held legal. Mzo 10 (p.361-2): named first minister of the Tribunal Superior de Justicia Juan Malarín, second José A. Carrillo, third José A. Estudillo, fourth Ant.o M. Osio, and fiscal Juan Bandini. Mzo 13 (p.363-4): the Tomás Yorba land matter referred to the Government, the suplentes of Carrillo and Requena called, and Fernández elected secretary of the Junta at 800 pesos a year Zenon (read at magnification; corroborated by the Mzo 18 entry and the following heading, both 'Jose Z. Fernandez'). Mzo 18 (p.365): the proposition that the Supreme Government declare Monterey capital of the department went to the committee on constitutional points, and 'José Z. Fernandez prestó juramento y se hizo cargo del archivo.' Note that this run is where the Junta's Reglamento interior is voted, but it is an acta abstract, not the Reglamento text itself.
