Having orders 'para mantener la Yndependa de este Territorio desalojando de él á los enemigos que lo ocupan', the four require that he 'se rinda á discreción, entregando todos los pertrechos de guerra y demas efectos de los Estados Unidos'; the garrison would then be treated by 'el derecho de gentes, en sus vidas é intereses particulares, ó de lo Contrario serán atacados con todo el rigor de la fuerza' [surrender at discretion or be attacked with the full rigour of force].
