On calclas[?] & their district, for mining: advises of his election as alcalde for the district, asks Gov's ratification & instructions; desires to know the limits of his district & term of office; 'the subject of gulches (ravines) is now one of much interest to the miners on this river, as it has consumed to ruin… As a protection to the industrious miners, it is proposed to permit the first discoverer of a rich gulch to work 27 feet front on each side of the ravine to an indefinite depth, and all others 18 ft each side & front, with the usual proviso; but all others [individuals] shall attain but the right to work but one depth so as to prevent monopoly by rich companies who hire labor at a much lower rate' (grassroots gold-rush mining law)
