Conservar íntegros todos los ingresos á disposición de la Comandancia Gral de su mando pª las emergencias de la guerra: que no contando con otras rentas que las de las Aduanas pª subvenir á los gastos que deberán emprenderse pª poner al país en estado de defensa, en caso de que se verifique una invasión americana, conservará íntegros á disposición de la Comandancia sobre los ingresos que hubiere en la Aduana, no haciendo ningún pago sin su orden (pre-conquest war mobilization by Castro)
