'Que se aprehenda á los indios culpables sin estorsionar ni lastimar á los gentiles. Que nadie puede hacer trabajar á los gentiles si no los retribuye. Que cuide esto' — apprehend the guilty Indians without extorting or harming gentiles; no one may make gentiles work without paying them.
