[Fr. Serra's opposition to every governmental providence is now declared, shown in words, deeds & writing; punishments with irons are very frequent in ALL the missions, principally at Carmelo, & forced labor is also applied; at San Francisco presidio Mass has been suppressed since December for not paying the fees; there Mass is celebrated with little religiosity; the abuse — very harmful — of sending Indians on horseback is spreading greatly, some ride more skillfully than the ablest soldiers; the friars give orders without explaining themselves & show themselves rigid]. (Survey row 129 dates this 1783-03-01 and reads 'enseñar los indios á caballo'; companion item-level reading gives Marzo 4 and 'mandar'.)

The originals of these records burned in the 1906 San Francisco fire. What survives is Thomas Savage’s 1870s copy, and this page describes that copy.
