TROOP STRENGTH AND THE DEFENCE OF THE TERRITORY. Says he has too few troops for so immense a country; with 30 more infantry and 50 more cavalry at each of San Francisco, Monterey and San Diego there would be men to work the batteries and cavalry to contain landings, and with a warship at each presidio the territory would be safe, the country from San Diego to Cabo San Lucas defending itself by its own aridity. Gloss: proof against corsairs but not against heavy artillery.
