Report in 3 parts: (1º) utilities that could follow to the tropa, their families & settlers if the prohibition on commerce of *efectos de la China* [China goods] on the scale the Nao makes at Monterey were lifted — supplies few/very short, so tropa has very little dinero, & always mantas/camayas[?] that spoil with little use. *(2º)* same parity for settlers if faculties [freed]: first who inhabit the province — Religiosos, Soldados y Pobladores — mounting greatest value in utensils of both poblaciones, resumiéndose á 300 pesos, & this apertura de comercio of muchos puertos sin Nao para la codicia. (3º) proposes commerce be prohibited to whoever, always until the future when [peltry-necessity]... says if the peltry (peletería) were free it would be better, then it would suit as *comercio de gamuza/gamblueche[?]* [OTTER-FISHERY / peltry-trade proposal]
