Dep. State Papers, Benicia (Custom House), tomo I–VIII · BANC MSS C-A 41, document 130

spans n113-n114. Savage's rubric: 'Sobre la inspeccion de la Aduana de Mont.' If he overstepped in discussing a visitador's powers, 'fue porq.e no encontre una ley que las determine'; he did not mean to offend Bandini's delicacy 'ni ha merecido la seria represion que este le ha dirigido', which has not answered his doubts. He repeats that though always ready to obey the supreme government he cannot comply now until the orders reach him through the Director General de Rentas, 'que es la autoridad legal, a quien inmediatam.te estoy subordinado, y el conducto por donde indispensablem.te se me ha de dar a reconocer a V.S., sin cuyo requisito no me considero obligado a obedecer sus ordenes.' Once Bandini obtains those orders in due form Ramirez will put the custom house under his inspection. Closes: 'De este modo pondremos termino a estas comunicaciones, que suplico a V.S. las caracterice como en justa defensa de mi responsabilidad y derechos, y no como una repulsa gratuita e infundada.'

The originals of these records burned in the 1906 San Francisco fire. What survives is Thomas Savage’s 1870s copy, and this page describes that copy.
