Savage's abstract verbatim: 'Decreto del Congreso aprobado por el Ejecutivo en esta f.ha declarando: 1.o Los efectos y mercancias trasportadas de las Naciones estrangeras á los puertos de la Rep.a en buques nacionales, disfrutarán del privilegio de la rebaja de la 5.a parte de los derechos de importacion. 2.o Se consideran como buques mexicanos p.a el objeto de esta ley, aquellos que están construidos en cualquier punto de la Rep.a, que sean propiedad de Mex.o, y que tengan á su bordo la mitad por lo ménos de marinería Mexicana, siendo además Mexicanos su Capitan y Pilotos. 3.o Solo se podrá acreditar que el buque es de construccion Mexicana con la certif.n de su matrícula, otorgada por el Comand.te del puerto, y con la del Gob.r del Estado, ó Gefe Político del Territorio en que se hubiese construido.' Gloss: a Congressional decree giving goods carried from foreign nations to Mexican ports in national bottoms a one fifth reduction of import duty, and defining a Mexican vessel as Mexican-built, Mexican-owned, at least half Mexican-crewed and with Mexican master and pilots, provable only by a certificate of registry issued by the port commandant and countersigned by the state governor or by the jefe politico of the territory of construction.
