RECOVERED BY THE PHASE-4 AUDIT 2026-08-27 — leaf n105 was covered by NO record at all, sitting in a single-leaf gap between n104 (orig pp. 402-406) and n106 (orig pp. 414-423). Heading verbatim: '1831. Fbro. 1º Mont. pp. 408-9 / Manuel Victoria, al Alcalde de San José.' Entry in full: 'Que suspenda la egecucion del Bando sobre reducir á pueblos las Misiones.' [= that he suspend execution of the Bando on reducing the Missions to pueblos]. Victoria ordering a halt to the secularization bando on the very day of his inaugural Manifestación (the record at n104), which makes the pair a dated snapshot of his opening move on the mission question.
