Transmits verbatim the 18 Sept letter of 'el Sr. Gobr. de la Baja Califa.': 'El funesto cuadro qe. delinean las espinosas circunstancs... son cierto prenuncio del golpe fatal qe. amaga' the province; Baja California, once generous mother of Alta California, now 'espira entre los horrores de penurias, escaces, y necesidad extrema'; frontier missions lack food for their garrisons; if no aid, he will 'se retiren todos los solds.', permit the friars 'qe. se pasen al otro lado, como lo tienen pedido', leaving neophytes 'en una libertad escandaloza', holding the P. Presidente 'responsable de vajaciones tan considerables' since Alta California missions 'tienen los viveres sobrantes'; Argüello asks the P. Presidente 'se sirva circularlo a las Misnes. de su mando, pa. ver los auxilios qe. puedan prestar a aquella prova.' and answer quickly. Spans n312-n314
