Reply to Sarría's refusal (S. Juan Bautista, 11 Feb) to swear the federal constitution: 'no entiendo la expresn... pr. la cual juzga V.P. no poder hacer el juramto. qe. se manda de la constitucn. federal á los Estads. Unids. Gloss: Argüello reports he swore the 1824 federal constitution 16 Mar 1825 before the Diputación, garrison and citizenry but omitted the Mass/Te Deum owing to the friars' refusal; he delays publishing the code and demands Sarría explain the alleged injustice in the oath.
