Departmental Records, tomo IV–VI (Books 16–20, 27–32) · BANC MSS C-A 47, document 1383

Reply to Herrera's oficio of the 6th: rejects his claims (that he cannot obey orders of the Supreme Govt via the Comisario Gral, that he suffers personal injury, and that per Arts. 150-51 of the Constitucion Federal detaining him makes the Govt liable). Govt answers it cannot believe he was sent for 'esploraciones e indagaciones secretas'; he is accused of 'mal manejo en ramos de Hda'; 'habiendo semiplena prueba de su mala versacion, debe ser detenido' and kept in the country to secure federal interests until the Tribunal de Circuito rules. Herrera malversation/detention affair.
