'No permitir qe tripulante ni pasajero alguno de buques estraujeros salten á tierra, sin exhibir antes sus pasaportes; ni permitir á Capnes, sobrecargos &c qe queden en tierra cuando sus buques se den á la vela ó se internen en el Territorio' — no crewman or passenger of foreign ships to land without first showing passports, nor captains/supercargoes to remain ashore when their vessels sail or go inland.
