'Enterado que hallándose miserabilísima su Compª no se le quiere dejar sino una tercera parte del derecho de toneladas causado en ese puerto... lo que prueba la malignidad del Comisario Herrera'; disputes that inference, noting 'con los préstamos de las Misiones y demas recursos del seno del territorio no se pueden cubrir sus totales gastos' and casting suspicion on the habilitado's accounts — long fiscal letter on tonnage duties at S. Francisco port, Herrera's alleged malice, and mission loans covering the garrison.
