PLAN DE PITIC, copied in full; runs n54–n79 = orig pp.60–75, closing signature 'Juan Gasiot y Miralles'. Arts. read here: 1º governor may declare the site villa and name it (Recop. lib.4); 2º four leagues of término, and the Seri village stays inside the demarcation 'como parte ó barrio de la Nueva Poblacion' with its people reserved 'la facultad de eligir sus Alcaldes y Rejidores'; 3º real jurisdiction to the political governor and the alcalde mayor he names, who makes 'los repartimientos de Casas, Solares, y aguas'; 4º once pobladores reach thirty, an ayuntamiento of two alcaldes ordinarios, six rejidores, a procurador síndico personero and a mayordomo de propios, elected first by all vecinos then by the vocales, returns sent annually to the governor; 5º the two alcaldes hold civil/criminal first instance; 6º pastos, montes, aguas, caza, pesca, piedra and árboles held in common by vecinos 'y los Indios avecindados en ella, y en su Barrio ó Aldea de los Seris'; 8º all building to follow 'la Planta ó Plano formado por el Ingeniero Dn. Manuel Mascaro', streets straight and symmetrical. ⭐ SPAN MADE MACHINE-VISIBLE 2026-08-27: the scan cell read 'n54' though the prose already said the text runs to n79, so the coverage audit kept flagging n55-n76 as an empty run. Widened to n54-n79 (orig pp.60-75). ⭐⭐ SECOND WITNESS: the SAME instruction is copied again in C-A 52 at n338-n355 (orig pp.853-68), there headed '1789 - Nov. 14 - Chihuahua' and likewise signed Gasiot y Miralles. TWO independent Savage copies of the Plan de Pitic survive in this archive, which matters because the originals burned in 1906: they can be collated against each other. The C-A 52 copy's article-level substance (4 leagues of termino; the Seris incorporated as a barrio WITH THEIR OWN elected alcaldes and regidores; ayuntamiento at 30 vecinos; the 400x200-vara suerte; the HIJUELA as title of ownership for the settler 'sus hijos, y descend.tes'; tenure 'p.r juro de heredad' conditioned on arms, horses, 4 years residence, 2 years cultivation; the MORTMAIN BAR against sale to 'manos muertas'; the full irrigation code of hila, azequia madre and annually elected ditch alcaldes; field guards and the Corral del consejo; municipal ordinances as particular local law) applies to this copy too and is the reason the document matters to pueblo land law.
