«las pretensiones ó instancias que no vengan por manos de sus respectivos Superiores quedarán despreciadas sin curso ni efecto» — Ugarte transcribes a viceregal oficio of 20 Nov 1788: because the Conde de Gálvez's decreto of 14 Jun 1786 has not been observed, Virrey Flores orders it made formally known to all subalterns that petitions not sent through channels are void; only a man alleging agravio may apply direct, on pain of punishment if unproven; jefes to screen out impertinent/unfounded instancias. Savage notes the text is a copy certified at Monterey 7 Jul 1789 with Fages's half-signature at foot.
